The Financial Management Service (FMS), a bureau of the U.S. Department of the Treasury, needed to replace its aging mission critical payment certification system, which allowed Federal agencies to certify the disbursements made by the Federal Government (including Social Security checks, tax refunds, and Veterans’ benefit checks). The existing hardware-based security solution had become obsolete and was unable to keep pace with new and more stringent security requirements of a modern highly secure payment system. FMS needed to implement a new system that protected its most highly valued transactions in a way that was secure, scalable, highly distributed, and reliable.
In 2003, High Performance Technologies, Inc. (HPTi) developed the Secure Payment System (SPS) architecture and application to allow FMS to distribute software globally via the Internet and receive payment schedules in the same manner, all with an IT security infrastructure approach that guarantees the commerce of the Federal Government remains secure.
Engility continues its innovative support today, delivering multiple secured systems interfaces across heterogeneous platforms, using a variety of secured messaging formats and technologies. We also leverage strong cryptography using the Treasury Department Public Key Infrastructure (PKI), persistent digital signatures for approval workflows and data integrity, Federal Information Processing Standard (FIPS) Publication 140-2 cryptographic hardware tokens and hardware key stores, and National Institute of Standards and Technology (NIST)-approved cryptographic and digital certificate validation techniques.
SPS currently processes more than one billion transactions with values exceeding $1.6 trillion annually. It is the primary FMS interface, touching more users than any other system at FMS. SPS currently supports more than 2,400 users with numerous unmanaged computer configurations in more than 200 Federal Government organizations around the globe.
