GSA provides a fully balanced portfolio of contract options that includes GWACs (Government Wide Acquisitions), Multiple Award Schedules, and Telecommunications contracts. GWACs are the natural choice to provide complete, comprehensive information technology solutions. Among Government GWACs, Alliant provides the greatest amount of flexibility possible to efficiently and effectively support the federal government's needs in its daily operations, its protection of infrastructure, the fight against terrorism, and the development and marketing of emerging technologies. Contracts awarded under Alliant will have ten-year contract periods (five-year base and one five-year option) to provide integrated IT solutions. Alliant incorporates lessons learned from GSA's successful ANSWER and Millennia GWACs.
Ease of Use. Alliant provides Government customers with the option of using direct order/direct bill (with Contract Access Fee of ¾ of a percent that is paid by the Contractor) or GSA assisted services. GSA has numerous resources to facilitate ease of use including online documentation (contract documents, ordering guide, decision tree, etc.) and both online and classroom training.
Best-In Class Solutions with Flexible, Vibrant Vendor Pool. Alliant awards were based on carefully constructed evaluation factors and a rigorous selection process that ensures that only the "best of the best" contractors are available to bid on Alliant task orders. The 29 Alliant large business awardees come from a wide array of industry partners. Each must have a top-secret facility clearance and an approved cost accounting system. Together, they provide a highly qualified pool to meet all competition needs. On-ramps and off-ramps ensure that high quality industry partners can be maintained throughout the life of the contracts.
Alignment with FEA/DODEA. The Alliant SOW is aligned with the Federal Enterprise Architecture and DOD Enterprise Architecture. This approach provides a common language to define IT investments that can evolve over time as technology develops and expands. It also eliminates the need to attempt to list everything possible in the SOW, assists customers in responding to OMB, and encourages re-use of solutions.
Integrated Support with Key Government Initiatives. Alliant has been designed from the ground up to facilitate the execution of vital initiatives in the IT sector, including strategic sourcing, lines of business, Smart BUY, performance-based contracting, earned value management, and the President's Management Agenda.
Support for Meeting Small Business Subcontracting Goals. Alliant (large business) has a maximum value of $50 billion, while Alliant Small business has a maximum value of $15 billion. On the large business Alliant GWAC, there are high small business subcontracting goals—50 percent in total as well as awards for all Small business categories including small disadvantaged, Hub zone, women-owned, veteran-owned, and service-disabled veteran-owned.
